In the first process chamber, the feedstock can be combined with the plasma from the three plasma torches to form a first fluid mixture. Each torch may have a working gas comprising water vapor, oxygen, and carbon dioxide. The first fluid mixture can be cooled and contact the first heat exchange device. The water in the first heat exchange device can be converted to steam to produce power. The fluid output from the first heat exchange device may be separated into one or more components. Syngas can be obtained from one or more components and can have a ratio of carbon monoxide to hydrogen of about 1: 2. The syngas can be heated in the second process chamber and then cooled to form a second mixture. The second mixture may be in contact with a second heat exchange device where steam can operate the second electricity generator.
