The present invention relates to a photovoltaic and solar power combined power generation system. More specifically, a photovoltaic module is installed on the upper section of a panel, and a solar thermal collector is installed on the lower section of the panel. A water channel is installed in the panel. The panel is divided into three sections. Cold water is provided to the upper section. The cold water passes through the middle section, where a temperature control device is installed, and heated water is provided to the lower section. Thus, the present invention relates to a structure of the combined power generation system to maximize energy efficiency by preventing the photovoltaic module from being overheated, and maintaining the temperature of the solar thermal collector constantly.
