The present invention relates to a method to install vertical and horizontal draining materials to improve a flimsy ground and a non-woven fabric of the horizontal draining material and, more specifically, relates to a method to install vertical and horizontal draining materials to improve the flimsy ground capable of increasing an efficiency of drainage and water collection without a loss of power-water by inserting the vertical draining material into the horizontal draining material. The method to install the vertical and horizontal draining materials to improve the flimsy ground comprises: an initial construction step of forming a landfill layer by pouring soil on the flimsy ground surface; a burying step of burying the vertical draining material covered by a non-woven fabric, and having both open lateral surfaces and a draining groove unit into the landfill layer to be perpendicular to the ground surface in order to partly expose the vertical draining material to the ground; a seating step of perpendicularly installing the horizontal draining material covered by the a non-woven fabric, and having both open lateral surfaces and a draining groove unit on the ground surface to be perpendicular to one lateral surface of the vertical draining material; a bending step of bending the vertical draining material to seat the horizontal draining material seated through the seating step on a top of the vertical draining material; a cutting step of cutting the vertical draining material bent in the bending step in accordance with a power-water drain area of the horizontal draining material, and forming an insertion hole by cutting one side of the top of the non-woven fabric of the horizontal draining material to embed the vertical draining material inside the non-woven fabric of the horizontal draining material; a connecting step of connecting the horizontal and vertical draining materials by embedding the vertical draining material into the insertion hole formed on the non-woven fabric of the horizontal draining material through the cutting step; and a finishing step of banking up a banking material on the top of the vertical and horizontal draining materials connected through the connecting step.
