The present invention relates to a resource circulating type concrete curb block with a high performance in cold weather and a method for manufacturing the same and, more specifically, relates to the resource circulating type concrete curb block with a high performance in cold weather and a method for manufacturing the same in which a binding portion of aggregates and cement is weakened by the volume expansion when the concrete curb block is frosted in cold weather, resulting in a crack, a break or a destructive phenomenon.
