The present invention relates to a flexible nanostructure photocatalyst combined with a polyvinylidne fluoride (PVDF) nanofiber layer and titanium dioxide nanoparticles; and to a manufacturing method of the flexible nanostructure photocatalyst. PVDF is manufactured into a form of a nanofiber layer, and titanium dioxide nanoparticles are immobilized to a PVDF nanofiber layer. Accordingly, the flexible nanostructure photocatalyst can be applied in various fields due to own flexible properties of the PVDF nanofiber layer, and also can secure photocatalytic properties of titanium dioxide. According to the present invention, a manufacturing method of a flexible nanostructure photocatalyst combined with a PVDF nanofiber layer and titanium dioxide nanoparticles comprises the steps of: electro-spinning a PVDF precursor solution on a laminated substrate to form a PVDF nanofiber layer; and preparing a titanium dioxide dispersion in which titanium dioxide nanoparticles are dispersed, and electro-spraying the titanium dioxide dispersion on the PVDF nanofiber layer to immobilize the titanium dioxide nanoparticles to the PVDF nanofiber layer. A solvent in the titanium dioxide dispersion solvates the PVDF nanofiber layer, and the titanium dioxide nanoparticles are immobilized to the PVDF nanofiber layer that has been solvated.
