The present invention relates to a system and method for evaluating a physical security risk of a spent fuel storing tank of a nuclear power plant. The system comprises: a maintenance information collecting unit for receiving and transferring at least one of maintenance work plan information and test management plan information of a nuclear power plant; an entrant information collecting unit for receiving and transferring at least one of entrant information and access restriction information with respect to each section of the nuclear power plant; a risk evaluating unit for establishing a sabotage model with respect to the fuel storing tank of the nuclear power plant based on at least one of the maintenance work plan, test management plan, and entrant information and access restriction information, and evaluating an accident occurrence risk based on the sabotage model; a storing unit for storing the sabotage model and an intermediate result of establishment of the sabotage model; and an output unit for outputting the accident occurrence risk. With respect to the spent fuel storing tank of the nuclear power plant, the physical security risk of the spent fuel storing tank, such as cooling loss, fuel damage which may occur due to a sabotage and an external cause, and radioactivity material external leakage, may be evaluated in advance and monitored in real time.
