The present invention provides a method and a device for encoding video using in-loop filter parameter prediction, and a method and a device for decoding video. According to an embodiment, the device for encoding video includes: a decoding unit of generating a current block to which an adaptive loop filter (ALF) correcting a value of a current pixel using a correction value is applied, by decoding an encoded video, wherein the correction value is determined by calculating a value of peripheral pixels around the current pixel to correct a pixel value and a coefficient on the peripheral pixel; an ALF parameter estimation unit predicting an ALF parameter of the current block to apply the ALF to the current block; a sample adaptive offset (SAO) filter unit applying a SAO filter to the current block, wherein the SAO filter corrects the value of the current pixel, by using the correction value designated to a size correlation type of the value of the current pixel to correct the pixel value and the value of the peripheral pixel around the current pixel or the correction value designated to the size classification type which the value of the current pixel belongs to; an ALF unit applying the ALF to the current block where in the SAO filter is applied, by using the predicted ALF parameter; and an entropy encoding unit performing entropy encoding on the predicted ALF filter parameter.
