The present invention provides a method for constructing a rain garden facility palpating vegetative growth and reducing and removing non-point pollutants, which can continuously supply moisture stored during raining to planted vegetation to palpate the vegetative growth, can lower surrounding temperature by natural evaporation of moisture, and can reduce the non-point pollutants by precipitating and absorbing inert matter. An appropriate embodiment of the present invention comprises the steps of: preparing a vegetation place by performing bed excavation on a ground surface, on which a garden is formed in an apartment complex, in a predetermined size to a predetermined depth; installing a first collecting well for collecting rain and performing a monitoring operation on one side of the vegetation place and a second collecting well on the other side; laying pebbles or broken stones on the floor of the vegetation place to construct a moisture supply layer to a predetermined height; laying the lower part of a capillary board in the moisture supply layer and exposing the upper part of the capillary board out of the moisture supply layer; installing a perforated drainpipe with a plurality of inflow holes on the upper surface of the moisture supply layer, installing a filtering mesh at the entrance of one end side of the perforated drainpipe, and connecting the other end of the perforated drainpipe to the second collecting well for precipitating wastes and the inert matter; and refilling the upper surface of the moisture supply layer with earth and sand to lay the perforated drainpipe in an earth and sand layer.;COPYRIGHT KIPO 2016
