The present invention relates to a solar power generation system floating on the water, wherein a solar power generation module is installed in the upper part of a buoy assembly floating on the water. A through hole is formed in a buoy, and a pipe is inserted into the through hole of the buoys to fix the buoy not to rotate. Therefore, the buoy assembly is installed. The through hole formed in the buoy is formed to be eccentric to the upper side in the center of the buoy. A total buoyancy of the buoys is adjusted in order for the buoy to sink under the water only up to the center of the buoy when a solar module is mounted in the upper part of the buoy assembly.;COPYRIGHT KIPO 2016
