The present invention relates to: a Streptomyces heilongjiangensis strain having antifungal activities with respect to a plant pathogen, and the ability to degrade cellulose and pectin; and a microbial agent containing the same. The strain and the agent have effects in controlling the plant pathogen generated in a plant field, and controlling thatch in the soil.
