The present invention relates to a technology to form a service-oriented architecture protocol and, more specifically, to a system and a method to dynamically configure a protocol by using service registration/search and dynamic service binding, including network characteristics, in order to smoothly provide a service in a tactical network having a variety of network characteristics when a service-oriented architecture is applied to a military communication network. The system includes a military communication network generating network characteristic monitoring information, and a plurality of service terminals performing protocol configuration.
