Provided are a low power vehicle video recorder with an infrared lighting function for vision recognition enhancement in a low level environment and a vehicle video recording method thereof. According to the present invention, the video recorder receives an image from an image photographing device to produce a histogram, predetermines a low level environment based on distribution of the histogram, and controls an infrared lighting. Thus, without an additional illumination sensor, in a low level environment, a vision recognition degree is enhanced by clearly storing a face / looks of a person, a number plate / an appearance of a vehicle, or the like, while minimizing battery consumption by controlling lighting of an infrared lighting in accordance with the presence of a moving object.;COPYRIGHT KIPO 2016
