The algorithm includes: an input data input step (S110); an input data output and data calculation step (S120); a first economic heat load dispatch (EHLD) program performing step (S130) of performing an EHLD program; a compulsive operation setting step (S140) of determining an operation mode which can satisfy a compulsive operation energy amount; a second EHLD program performing step (S160) of performing the EHLD program; an optimum path and heat storage tank operating condition determining step (S170) of determining an optimum path and an operating condition of a heat storage tank (ACC); a decoupled independent system analyzing step (S180) of analyzing independent decoupled system results by individual systems (10, 20); and a related system analyzing step (S190) of calculating an optimum connection amount between the systems (10, 20).
