The present invention relates to: a method for producing an immobilization/absorption agent for radionuclides comprising a step of mixing a polymer electrolyte solution with a radionuclide absorbent and a method for treating contaminated soil by using the immobilization/absorption agent produced by the method. More specifically, the present invention relates to a method for producing an immobilization/absorption agent for radionuclides by mixing a polymer electrolyte solution with a radionuclide absorbent and a method for removing radionuclides from contaminated soil comprising a step of separating an absorbent by using a magnet after immobilizing the contaminated soil with the produced immobilization agent. By providing a treatment system for separating radionuclides and soil by absorbing radionuclides within soil contaminated with a radioactive material at an early stage, and by immobilizing soil contaminated with a radioactive pollutant to collect the immobilized soil by using the immobilization/absorption agent capable of separating or collecting the contaminated soil, the present invention can reduce an amount of radioactive wastes produced, by nuclides at an early stage of radioactive pollution and reduce an amount of wastes produced, by separating the soil and an immobilization/absorption agent for radionuclides, after collecting contaminated soil that is immobilized.
