Provided are a system and a method of setting a multi-user screen image of a complex plant control room based on situation monitoring. The system of setting the multi-user screen image includes multiple output devices, a screen image recognition/dedication device, and a situation determination device. The multiple output devices are provided in the complex plant control room to output screen images. The screen image recognition/dedication device recognizes user screen images to be stored as information in the form of a group and designates at least one of user screens based on the group type information such that the at least one of the user screens is changed. The situation determination device periodically stores information on processes for the complex plant, records information related to the user screens in the information on the processes when the information related to the user screens is received, and analyzes the information on the processes to provide situation information to the screen recognition/dedication device.;COPYRIGHT KIPO 2016
