The present invention relates to a contactless eddy current braking device using permanent magnets capable of preventing noise and dust by using a contactless method and efficiently driving a vehicle by flexibly controlling braking power in accordance with a vehicle driving speed, to a braking method and a braking system using the same. In the device for braking a disc, the contactless eddy current braking device using the permanent magnets related to an embodiment of the present invention includes a magnetic property layer installed to be separated at a predetermined interval from the disc and wherein the magnets generating magnetic fields are attached and a shield layer installed between the disc and the magnetic property layer and capable of shielding the magnetic field. The magnetic field generated by the magnet facing the disc is applied to a first section of the disc. The magnetic field generated by the magnet facing the shield layer is shielded by the shield layer. The first section is the section of a lateral section of the disc facing the magnet. The magnetic field applied to the first section forms an eddy current and generates the disc braking power by using the formed eddy current.
