Disclosed are a building life cycle energy assessment system for saving energy by applying new renewable energy and a method thereof. The building life cycle energy assessment system of the present invention comprises: an input module for receiving data for calculating energy consumption and carbon dioxide emissions from a user; a design phase energy calculation module for calculating energy consumption according to the quantity takeoff of each material per unit area on an actual quantity takeoff table; a construction phase energy calculation module for calculating energy consumption and carbon dioxide emissions during transportation of the materials, energy consumption and carbon dioxide emissions of construction equipment, and energy consumption and carbon dioxide emissions of a pump car during casting of concrete; an operation phase energy calculation module for zoning a building as an air conditioning space or a non-air conditioning space according to the input of the user and calculating the energy consumption and carbon dioxide emissions of cooling and heating devices, hot water loads, and lighting devices of the zoned air conditioning or non-air conditioning space; and a new renewable energy calculation module for calculating the installation size and costs of new renewable energy including at least one renewable energy source according to the new renewable energy installation ratio of the building received from the user.
