Provided in the present invention is an apparatus for manufacturing plasma treated water. The apparatus for manufacturing plasma treated water comprises: a chamber for providing a sealed space; a plasma generation unit arranged inside the chamber for producing active gas including nitrogen oxide (NOx) using atmospheric-pressure dielectric barrier discharge plasma; a water tank arranged inside the chamber for storing water, and exposed to the atmospheric-pressure plasma; and an active gas circulation unit for receiving the active gas inside the chamber and circulating the same. Provided in the present invention is the manufacturing apparatus, which can produce the plasma treated water or NOx gas in a stable manner.
