The present invention relates to a neural stem cell expressing pro-drug convertase and a pharmaceutical composition for treating primary and metastatic cancer, containing the same as an active ingredient. The neural stem cell which is genetically transformed and expresses the pro-drug convertase exhibits cancer-orientation and converts non-toxic pro-drug into toxic drugs, thereby exhibiting excellent therapeutic effects and selectivity for primary and metastatic cancer. In addition, the neural stem cell can be developed to a cancer-targetting cell therapy agent due to its secured safety.;COPYRIGHT KIPO 2016
