The present invention relates to a real-time power managing system simulator and a simulating method capable of performing modeling in real time by using a window OS without hardware; verifying a PMS logic in advance; and providing a chip simulator performing a PMS HIL test at low costs in comparison to a conventional simulator. The simulator testing the power managing system of a large vessel comprises: a PMS controller and a PMS simulator. The PMS controller generates and outputs a power production requesting signal in response to a consumption power requesting signal inputted from the outside. The PMS simulator generates the consumption power requesting signal to the PMS controller according to a stored PMS testing program, outputs the same to the PMS controller, supports power production by using the PMS testing program by receiving the power production requesting signal inputted from the PMS controller, and deduces a PMS controller testing result by consuming the produced power. The modeled power system enables development at low costs, rapidly responses to the change of the simulator caused by exchanging the power system modeled based on software, and easily performs determination.
