The present invention relates to a penetrable windscreen building system and a method thereof, capable of preventing damage, caused by tornado and hurricane, by making strong wind penetrate a predetermined space of a wall. The system includes: multiple walls formed by combining multiple wall blocks, including a through hole in the center and square grooves in both upper sides, and placed at a predetermined distance from each other; multiple connection blocks combined with the through hole of each of the wall blocks to connect the walls, adjacent to each other, in a row; and multiple beam blocks combined with the square groove of each of the wall blocks to connect the walls, adjacent to each other, in a row. The connection blocks are arranged in parallel with each other in a column and a row, and the beam blocks are intersected with each other in the column and are arranged in parallel with each other in the row.;COPYRIGHT KIPO 2016
