The present invention relates to a method for manufacturing an external plate material for an ultra-light sandwich steel plate by using strain-induced transformation and a sandwich steel plate thereof. According to the present invention, the method includes the processes of: arranging a transformation induced plasticity (TRIP) steel plate including ferrite, bainite, and retained austenite in the internal organization; cold-rolling the TRIP steel plate at a cold-rolling reduction rate of 50-70%; recrystallizing and annealing the cold-rolled steel plate in an inverse temperature range of 750-830C; rapidly cooling the recrystallized and annealed steel plate down to a temperature range making the steel plate have retained austenite in 20-40% of the internal organization; and shaping the rapidly cooled steel plate to fit the shape of an exterior plate to form strain-induced transformation martensite in the internal organization.
