The present invention relates to a text line detecting device using a weighted moving average and a method thereof. The present invention can improve prediction accuracy by detecting a text line in an image having a text through the weighted moving average. The text line is one of the most important preprocessing processes to analyze document image information. The detected text line is an important part in a document image information analyzing process because of being influenced for accuracy of word detection. The text line detecting method using the weighted moving average is used for text line detection according to a slope degree of a document, text line detection according to a language, etc.
