The present invention relates to a hybrid cooling tower with a heat exchanger for waste heat recovery. The present invention provides a hybrid cooling tower with a heat exchanger for waste heat recovery, including: a cool air means capable of lowering the temperature of cooling water by sending received external air upward when the circulating cooling water is inputted; a water-jet means linked with the cool air means and playing a role in lowering the temperature with the external air sent upward while injecting some of the cooling water in the upper side; and the heat exchanger lowering the temperature of the cooling water by heat-exchanging the cooling water while substituting for the cool air means when the cold air means is overloaded and inducing the use of fluid (hot water) for industrial purposes, wherein the fluid is obtained by recovering waste heat from heat exchange with other cooling water and exchanging the waste heat with the heat of other fluid (water at room temperature). The purpose of the present invention is to provide a hybrid cooling tower with a heat exchanger for waste heat recovery, enabling efficient utilization of waste heat.
