The present invention relates to a water saving system to supply tap water and underground water, and a constructing method thereof. An objective of the present invention is to supply only tap water to a space or a place using drinking water such as a restaurant processing and supplying food; a kitchen or a water fountain for drinking to secure safety of the water quality; supplying only underground water for equipment washing water; landscaping water such as flower garden water, bathroom washing water, and hot and cold water in a bathhouse which does not cause a problem even if underground water is used; and supplement underground water with tap water only if an amount of supply of underground water is insufficient to decrease a load for the tap water and reduce costs for the tap water. According to the present invention, the water saving system to supply tap water and underground water comprises: an underground water tube well (10) drilled in the ground; a pumping means installed in the underground water tube well to pump underground water in the underground water tube well to supply the underground water to a nondrinking water supply means (200); and a tap water supply means to supply tap water supplied from a tap water supply source (100) to a drinking water supply means (300) and the nondrinking water supply means. The tap water supply means supplies the tap water to the nondrinking water supply means if an amount of the underground water supplied by the pumping means is lower than or equal to a prescribed amount. The present invention temporarily stores the underground water pumped by the pumping means in a water tank (30), and then supplies the underground water to the nondrinking water supply means. Also, the present invention temporarily stores the tap water supplied from the tap water supply source in a service tank (80), and then supplies the tap water to the water tank or directly to the nondrinking water supply means.
