Cement, which is a main raw material of concrete, is pointed out as one of pollution sources which cause the global warming, because 0.9 ton of carbon dioxide is discharged whenever 1 ton of cement is produced. When general color concrete using the Portland cement is substituted for a color-modified sulfur binder-based material, a low-carbon green growth which achieves a CO_2 reduction effect can be implemented, and it is economical in view of industrial waste and utilizing of by-products. Further, when a current modified sulfur binder is manufactured, synthesis is performed at a high temperature of 140C or higher, and thus, thermal energy is largely consumed in a process. Reduction in production costs is achieved by shortening a processing time by adding the modified sulfur binder to a reaction accelerator. Further, a color sulfur binder is manufactured, and thus, is utilized for various environment-friendly green building materials. At the same time, generation of cracks resulting from contraction is alleviated, and thus, generation of defects of an outer appearance and reduction in strength is reduced, so that durability of a modified sulfur binder concrete structure is increased. An exemplary embodiment of the present invention provides a scheme in which a pigment is added when a modified sulfur binder is synthesized, and a method for manufacturing a color-modified sulfur binder block by adding a pigment when a block is manufactured using a modified sulfur binder.
