The present invention relates to technology to effectively change and manage a charged balance between non-compatible RF smart cards generally having different infrastructures. More specifically, in regard to RF smart cards of which charging and use infrastructures are not compatible with each other in separate telecommunication resigns, a balance change application of a smart terminal mutually changes the display of balances between multiple RF smart cards by referring to exchange rates between the telecommunication resigns for a single monetary value by using a charging coupon purchase method through near field communication. According to the present invention, the single monetary value is able to be flexibly changed as needed by a user since the single monetary value is changed for multiple non-compatible smart card infrastructures. Moreover, since a residual monetary value in an RF smart card, used in the previous country, is able to be transferred to an RF smart card for a new country, the present invention is capable of improving the convenience of use as well as eliminating the risk of losing a balance, caused by a transfer between countries, thereby activating the use of the smart card for foreign tourists. The effects are expected to appear in a traffic card field, and the supply of a prepaid smart card for product purchase is also expected to be active.
