The present invention relates to a jacket support structure which enables installation of an underwater wind power plant, and more specifically, to an offshore wind jacket support structure which uses a precast concrete (PC) house and a suction pile provided to be resistant to applied loads and buckling and to enable rapid construction, and a construction method thereof. The PC house is integrated with an upper part and a lower part of a leg to interpenetrate and install a jacket in the seabed through a suction work, thereby enabling rapid construction of a structurally stable offshore wind jacket support structure.
