The present invention relates to an anti-inflammatory and anti-oxidant composition using bean sprout roots and ocean medicinal herb complex powder. More particularly, the present invention relates to anti-aging functional food, and a pharmaceutical raw material efficacious against various diseases originated from fat oxidation in human body, such as cancer, cardiovascular diseases, and the like. The composition is prepared by mixing bean sprout roots, Hijikia fusiforme Okamura, Salicornia herbacea, and Laminaria powder with a fixed ratio, and making the mixture in an annulus form.
