The present invention relates to a method to construct a semi-incombustible external insulation structure of high durability, and a structure comprising the same. According to the present invention, the method of constructing an insulation finish on an outer wall of a building comprises: a step (S1) of preparing a high incombustibility insulation reinforcing panel; a step (S2) of attaching the high incombustibility insulation reinforcing panel to the outer wall of the building using adhesive mortar; a step (S3) of connecting and attaching a plurality of high incombustibility insulation reinforcing panels on top, bottom, left and right portions of the high incombustibility insulation reinforcing panel attached to the outer wall; and a step (S4) of inserting and closely fixating a drill blade integrated with a fastener to the high incombustibility insulation reinforcing panel. As such, the method is able to significantly improve the impact resistance and structural performance of the outer wall against an external impact such as the typhoon, the strong wind, etc., ensuring an insulation capability and a semi-incombustibility to minimize losses of life and property in the case of a fire. Furthermore, the present invention enables maintenance of complete smoothness by simultaneously forming a fastening groove to completely insert a fastener into an insulation panel or the like when punching an insertion hole for an anchor bolt on the outer or inner walls of the concrete, enabling easy adjustment of a punching depth in the concrete depending on a thickness of the insulation panel by substituting the blade.;COPYRIGHT KIPO 2016
