The present invention discloses a desulfurizer which is capable of preventing occurrence of a performance difference due to a seasonal temperature difference by passing preheated gas using waste heat through an outer side of a tubular reactor, thereby preheating a desulfurization catalyst, and a fuel reforming apparatus including the desulfurizer. A desulfurizer using waste heat of a fuel reformer according to the present invention comprises: a tubular reactor; a fuel introduction part which is formed in a central part within the tubular reactor; a first desulfurization part which is formed in a lower zone of an outer side of the fuel introduction part, and in which a desulfurization catalyst is stored to remove sulfur compounds; a second desulfurization part which is formed in an upper zone of the outer side of the fuel introduction part, and in which the desulfurization catalyst is stored to remove the sulfur compounds; an external passage part which is formed on outer sides of the first and second desulfurization parts, and through which preheated gas exhausted from the fuel reformer passes to preheat the desulfurization catalyst; and a catalyst filling part which is formed at an outer side of the tubular reactor and enables the desulfurization catalyst to be filled in the first and second desulfurization parts.
