Disclosed is a flow information prediction system and a flow rate information predicting method thereof for operating a heart pump installed in an underground city to supply water to a water tank through a pipe, and receiving a water level from the water tank controller in the water tank. The control unit drives the heart pump at a time when no water is used, and the control unit receives the water level information of the water tank from the water tank controller. Then, the control unit generates information of the water tank level change corresponding to the heartbeat pump driving time. By pumping the water and measuring the water level of the water tank, the flow rate information corresponding to the time can be acquired. Further, in the embodiment of the present invention, the water consumption can be obtained by measuring the change in the water level of the water tank when water is not used. Further, in the embodiment of the present invention, the optimum operation information of the pump can be calculated using the head-height information and the flow rate change information.
