The present invention relates to a predictive clustering based cooperative filtering apparatus and method, in order to definitely predict a users preference for a specific item, wherein the method comprises: a preference clustering step of clustering users according to preference and generating a preference vector expressing each preference; a user preference transition detecting step of detecting preference changes of the users by using the preference vectors and expressing the preference changes with a preference transition sequence; an inclination clustering step of clustering the users according to a preference transition pattern and generating a preference transition model expressing each inclination; and a preference prediction step of generating a user preference prediction model based on the preference vector and the preference transition model and predicting the users preference for each item.
