The present invention relates to a system converting pressure of a heat pipe of district heating into electrical energy or thermal energy. More specifically, the present invention relates to the differential pressure energy conversion system for a heat pipe of district heating enabling a water wheel to be installed inside the heat pipe requiring pressure drop of district heating water to enable the water wheel to be rotated by the district heating water to drop pressure, operating a power generator with rotational energy generated by rotation of the water wheel to generate power, supplying DC power generated after the speed of the power generator is controlled to an electrical heater installed in a supply pipe to heat the district heating water or rotating a magnetic heater installed in the supply pipe to control the speed of the water wheel using a gear, and heating the district heating water with heat generated by induction of an eddy current in the magnetic heater in order to recover waste energy.
