The present invention relates to an apparatus and a method for managing a driver based on monaural beats, and more specifically, to an apparatus for managing a driver based on monaural beats, which generates monaural beats optimized for a tone of a user to output the monaural beats through a speaker disposed in a vehicle to prevent drivers drowsy driving or alleviate anger or stress by brain wave agreement. The present invention generates the monaural beats to provide the driver in the vehicle with the monaural beats without requiring the driver to wear an additional sound output means to awaken the driver by the brain wave agreement by the monaural beats to prevent drivers drowsy driving or alleviate stress of the driver to induce prevention of violent driving to assure safety of the driver and adjust a brain wave of the driver in a noncontact manner to improve driver convenience.
