The present invention relates to an FRP rebar forming device and an FRP rebar manufacturing method inputting the maximum content of a reinforcing fiber to a resin impregnation tank and a mold, by applying a vertical pultrusion process, not an existing horizontal pultrusion, when manufacturing an FRP rebar, and temporary curing the same in a bar shape, while forming a great number of grooves and ribs on the bar to widen the surficial area, and heating in a heating part to completely cure the same. When an FRP rebar is manufactured, the adhesion between the FRP bar and surface adhesives is increased to prevent separation between the FRP bar and the surface adhesives.;COPYRIGHT KIPO 2016
