The present invention relates to a seismic energy dissipating apparatus using a displacement control plate and a method for earthquake-proof reinforcement of a structure using the same, capable of controlling earthquake-proof reinforcement of a structure simply and economically. The seismic energy dissipating apparatus comprises: a pair of square U-shaped housing members having horizontal flanges, which are inserted into guide plates horizontally formed on inner side of an upper end or a lower end, formed on an inner side of a lower end or an upper end of side plates; an elastic-plastic plates fixated to and installed in a space between the horizontal flanges; and displacement control plates horizontally extending from an inner side of the side plates so as to come into contact with both sides of the elastic-plastic plates.;COPYRIGHT KIPO 2016
