The present invention relates to a system and method for determining motor imagery electroencephalogram (EGG) by extracting characteristics of a time-frequency domain through spectrum analysis of an EGG signal and classifying the signal through a vector quantization process. The method for determining EGG comprises the following steps: allowing an EGG reception unit to receive an EGG signal of a user; allowing an EGG filtering unit to perform filtering on the received EGG signal in a frequency bandwidth of a specific region; allowing a characteristic vector extraction unit to extract a characteristic vector from the filtered EGG signal; allowing a vector quantization unit to perform vector quantization on the extracted characteristic vector by using a codebook dictionary; and allowing a characteristic classification unit to select a class of the quantized characteristic vector. In the step of extracting a characteristic vector, the extracted characteristic vector includes a characteristic of a time-space form.;COPYRIGHT KIPO 2016
