The present invention relates to an organic-inorganic binder composition comprising 10-80 wt% of an inorganic binder and 20-90 wt% of an organic binder, wherein the organic binder comprises 40-98 wt% of unsaturated polyester, 1-25 wt% of phenolic resin, 0.1-20 wt% of silicon resin, 0.1-20 wt% of epoxy-acrylate, 0.01-15 wt% of bismaleimide, 0.01-10 wt% of a curing accelerator and 0.01-10 wt% of a catalyst, and a method for producing and operating a waterproof and anti-corrosive panel using the same. According to the present invention, it is possible to obtained high strength and durability and particularly to prevent corrosion of concrete caused by water infiltration, chemical erosion and ozone, and thus to significantly reduce the cost required for maintenance and repairing of concrete.;COPYRIGHT KIPO 2016
