The present invention relates to a device and a method for measuring a dielectric constant and a damped ratio in a terahertz area of a dielectric medium using a terahertz transfer function model, capable of measuring a dielectric constant and a damped ratio of a medium to be measured by numerical analysis of a transfer function using a terahertz theory model. According to an embodiment of the present invention, the device for measuring a dielectric constant and a damped ratio in a terahertz area of a dielectric medium using a terahertz transfer function model includes: a pulse wave generation unit of radiating a terahertz pulse wave to the medium to be measured and receiving a terahertz reflection signal reflected by being radiated onto the medium to be measured; a transfer function deduction unit deducting the transfer function of a test result by analyzing a property of the terahertz reflection signal and a terahertz penetration signal penetrated by being radiated to the medium and deducting a theoretical transfer function by composing a simulation model same as the test result based on a wave equation of the terahertz pulse wave; and a matter property measuring unit measuring a dielectric constant and the damped ratio of the medium to be measured by the numerical analysis using the theoretical transfer function and the transfer function of the test result.;COPYRIGHT KIPO 2016
