The present invention relates to an apparatus and a method for estimating a Doppler shift for underwater communication capable of estimating Doppler shift by using time differences of correlation values by computing the correlation values between output values of a matching filter while estimating Doppler shift. The apparatus for estimating Doppler shift for underwater communication comprises: a multipath delay profile determination unit for extracting correlation values between signal 1 and a received packet signal, time (T_10) at a point when the energy of the correlation value becomes maximized, and the multipath delay profile at this time; a correlation value computing unit for computing the correlation value between signal 2 and a received packet signal and the correlation value between the signal 2 and the multipath delay profile; a maximum value extracting unit for extracting time (T_20) at a point when energy of the correlation value computed by the correlation value computing unit becomes maximized; and a Doppler shift estimating unit for determining Doppler shift by using differences between times at points when energy of the correlation values becomes maximized. By using the present invention, errors in measuring gaps of time between the two peak values can be prevented if the peak values of a matched filter output corresponding to the head of the packet and a matched filter output corresponding to the back of the packet are determined by different paths from each other.
