The present invention relates to a license plate recognizing system and a video transmission being able to prevent crime. The present invention also relates to a crime prevention camera system capable of transmitting a video obtained by continuously photographing an object in a plurality of frames. The crime prevention camera system has a function of recognizing a license plate by: obtaining a plurality of frames as a computer determines the image of an object passing a lens on a road at ordinary time; and being formed by including a method of controlling a shutter when the object is a vehicle. The integrated crime prevention system is able to: be strong against illumination changes and noise regardless of object in daytime and nighttime; quickly process the recognition of a license plate in real time by using a heuristic division algorithm for a pattern recognition by clearly photographing an object; and perform transmission and recording operations simultaneously by using a video streaming process like an existing normal CCTV.;COPYRIGHT KIPO 2016
