The present invention relates to an environmentally-friendly anchor and a method to construct a retaining wall using the same. The environmentally-friendly anchor comprises: a mounting head inserted into an anchor hole; a protective pipe connected to a rear portion of the mounting head; a packer charged with an environmentally-friendly slag, and connected to one side of the protective pipe; a tension member formed by extending in a longitudinal direction to penetrate the protective pipe and the packer, to apply a tension force; an anchorage combined with a rear end of the tension member, to support the tension member; and a pressing plate to press a ground surface having the anchor hole, and provided with a hollow hole to be penetrated with the tension member. According to the present invention, the anchor has advantages in reducing pollution of surrounding soils and increasing a charging ratio of the environmentally-friendly slag, by burying the anchor in the ground while the packer of the anchor body is filled with the environmentally-friendly slag.
