An embodiment of the present invention relates to an apparatus for localizing a fault of a protective relay in an AC railway power feeding system using a time synchronization technique. To solve a technical problem, the present invention provides a system and a method for localizing the fault which is capable of reducing equipment costs by installing the protective relay only without additionally requiring the apparatus for localizing the fau reducing the equipment costs and installing costs by installing the apparatus for localizing the fault only at a substation (SS); or decreasing a current ratio error due to discrepancy in time of an existing technique by applying the GPS time synchronization technique. To this end, the present invention discloses the system and the method for localizing the fault which include: a current and voltage measuring unit which is installed at the SS and measures the current and the voltage of an electric car line; a protective control unit which obtains current data and voltage data from the current and voltage measuring unit and, when it is determined that a short circuit or a ground fault has occurred in the electric car line based on internal calculation, transmits an accident signal to the protective relay of a sectioning post (SP) or a subsectioning post (SSP); and the protective relay of the SS including a fault localization calculating unit, wherein the fault localization calculating unit of the protective relay of the SS localizes the fault by calculating a current ratio based on the current data received from the protective relay of the SP and the SSP and the current data received from the protective control unit of the protective relay of the SS.;COPYRIGHT KIPO 2016
