A cold asphalt mixture according to an embodiment of the present invention comprises: 82 to 95 wt% of recycled waste asphalt-concrete aggregates; 2 to 6 wt% of ordinary Portland cement playing a role as a filler or a binder; 0.1 to 5 wt% of emulsified asphalt to maintain a dispersion state of asphalt by not separating a phase of the asphalt in the water; 0.006 to 0.0025 wt% of a rapid curing agent to increase a curing speed to make a traffic normal within 2 hours; and 2 to 7 wt% of an additive to improve performance of recycled cold asphalt. A method to manufacture a cold asphalt mixture according to an embodiment of the present invention comprises: a raw material calculation step of preparing the recycled waste asphalt-concrete aggregates, ordinary Portland cement, emulsified asphalt, a rapid curing agent and an additive, mixing the same and calculating the amount of the same; a main mixture dry mixing step of adding the waste asphalt-concrete and ordinary Portland cement to the mixture and dry-mixing for 20 seconds; and a mixture manufacturing step of manufacturing a recycled cold asphalt mixture by adding the emulsified asphalt, a rapid curing agent and an additive into the main material and mixing the same for 40 seconds. According to the recycled cold asphalt mixture shortening a curing time of an asphalt binder and a manufacturing method thereof according to an embodiment of the present invention are capable of remarkably improving a recycle rate by using recycled asphalt-concrete aggregates only, having recycling effects of old asphalt by dry-mixing the aggregates without heating, improving the performance of recycled cold asphalt by using the additive and making a traffic flow faster compared to existing products by reducing a curing time to 2 hours after finishing paving by adding the rapid curing agent.;COPYRIGHT KIPO 2016
