The present invention relates to a cement mortar composition for protecting a surface of a concrete structure, with improved resistance to salt damage and neutralization, comprising 5 to 95 wt% of an inorganic binding material; 1 to 25 wt% of a fine aggregate; 0.01 to 50 wt% of a performance improving polymer admixture; and 0.1 to 20 wt% of water, wherein the performance improving polymer admixture includes 60 to 98 wt% of polyvinyl acetate-vinyl versatate; 1 to 25 wt% of styrene-butyl acrylate; 0.1 to 20 wt% of methyl methacrylate-butyl acrylate; 0.1 to 15 wt% of polyester; and 0.01 to 5 wt% of polyisobutyl methacrylate, and to a repair and construction method for a concrete structure, using the same. According to the present invention, the cement mortar composition is rapidly cured and has high strength and excellent durability, thereby reducing a construction period, increasing a use period of a structure, and reducing costs required for maintenance. Also, the cement mortar composition has excellent strength properties and durability, thereby increasing a performance period and reducing costs required for maintenance. According to the present invention, the cement mortar composition for protecting a surface of a concrete structure, with improved resistance to salt damage and neutralization, has excellent resistance to material separation, facilitates construction, reduces a construction period since the composition is cured in a short period of time, and reduces construction costs and a repairing period.
