The present invention relates to a sludge-reducing sewage and wastewater treatment technique and a sludge-reducing sewage and wastewater treatment apparatus using a biofilter oxidation reduction principle. The microorganism treatment technique according to the present invention includes: a floating matter removal step; a pretreatment step in which a coagulant is injected into a pretreatment tank for micro floating material and inorganic matter removal; an organic matter removal step in which organic matter is dissolved by supply of a complex microorganism and oxygen in a storage tank; an oxidation reduction step in which an oxidation reduction reaction is conducted in contact with an SM chip in a reaction tank into which the SM chip is built, porous wood and a synthetic catalytic agent being attached to the SM chip; a sterilization step in which sterilization is performed by means of UV irradiation in a discharge pipe; a discoloration step in which sterilized treated water is discolored; and a discharge step in which return to the organic matter removal step or discharge to a water system is performed depending on pollution discharge reference value. According to the present invention, the oxidation reduction reaction is conducted with the SM chip that includes at least one type of microorganism and has a porous surface area, the synthetic catalytic agent being attached to the wood. Accordingly, wastewater treatment effects can be enhanced, wastewater treatment processes can be simplified, facility operation and maintenance costs can be reduced, and economic advantages can be enhanced.
