The invention relates to the field of environmental protection from the negative impact of the oil industry, namely, to the disposal of oil-contaminated soil, soil and sludge chemical method and can be used for processing sludge, decontamination of soil with oil spill response and processed products in the field at the low (negative) temperatures. The installation comprises a one-piece metal housing conventionally divided in the upper "V" and bottom "H" portion. The top of hopper body adapted for installation preheating frozen oil-contaminated material. At the bottom of the mixer is a mixing device for homogenizing process. Fitting housing has a double wall, and formed between the walls of a sealed cavity filled with coolant V as antifreezing fluid. To carry out neutralization process oil-contaminated material in a low (negative) temperature is provided an apparatus forced feeding of carbon dioxide into the mixer, formed in a cylinder filled with liquid carbon dioxide, the tube and the valve, since the forced supply of carbon dioxide into the mixer during neutralization increases the rate of formation microcapsules and hardening the shells of the encapsulated material within the installation.
