FIELD: information technology.;SUBSTANCE: invention relates to computer systems and IPTV networks and is intended for digital television broadcasting. For this purpose a data flow in IP format containing null packets is decapsulated into MPEG-2TS format, herewith initial test pseudorandom sequence (PRS) is recorded in the null packets. Formed flow is processed in channel codecs. At the input and the output of data transmission channel encapsulation and decapsulation are performed of the data flow transmitted over a physical channel in IP format. In the receiving part values of bit error rate (BER) before and after the channel decoder are calculated. Null packets designed initially to align the flow rate simultaneously serve to evaluate the BER without disconnection of television broadcasting. Device comprises a test signal generator, a decapsulation unit, a null packets generator, a channel coder, an encapsulation unit, a physical channel of data transfer, a decapsulation unit, a channel decoder, a set-top box, a unit for generating PRS at the input of the decoder (PRS1), a unit for generating PRS at the output of the decoder (PRS2), a bit error counter, a unit for calculating the bit error rate.;EFFECT: technical result is the increase of quality and stability of operation of systems and networks.;2 cl, 2 dwg
