A method of improving the accuracy of geolocation of a moving emitter/receiver 1 by using time-stamped received signal strength (RSS) vectors, and by determining the impact of attenuation, shadowing and reflection of the signal due to environmental features on the RSS. This information is then used to estimate probable positions of the emitter/receiver 1 over time by generating candidate routes, using at least one emitter movement model (EMM) to estimate the probability of these routes being taken, comparing predicted and observed RSS results to provide a similarity metric, then using said probabilities and the similarity metric to determine the most likely route taken. This method may utilise a breath/depth first search algorithm or an evolutionary optimisation technique, such as a genetic algorithm. A system carrying out this method, including a plurality of receivers/transmitters 101-105 for receiving/transmitting data to/from the moving signal emitter/receiver, which may be a mobile phone or wireless dongle, is also disclosed.
